[acf] ACF core upgrade to 0.10.0

I have just bumped acf-core to 0.10.0, and the new package should be in alpine edge soon and in alpine 1.10. Several other packages also received rev bumps to correspond. The change was for some changes to handling skins.

* The skins ACF was moved from acf-alpine-baselayout to acf-core
* Users can now chose their own skin (for once they log in). To do so, the format of the passwd file has been extended in a backward-compatible way.
* Users can also add their own skins to the system without modifying /usr/share
  You can add a new skin as a subdirectory under /etc/acf/skins
* The format of the skins setting in /etc/acf/acf.conf has been changed. Instead of specifying a static skindir, the skindir parameter is now a comma-separated list. The skin parameter now includes the applicable skindir as well as the skin. THIS IS NOT BACKWARD COMPATIBLE. Before upgrading to the new acf packages, it is best to delete the existing /etc/acf/acf.conf file.
