The current build of JWM window manager includes support for
SVG icons, which pulls in all of these extra packages:

 librsvg
 gdk_pixbuf
 glib
 cairo
 pango
 croco
 libxml2
 harfbuzz

(That's about 10 MB of added dependencies for a ~250 KB program.)

I am guessing that most people who install JWM are looking for
something minimal and could probably live without SVG support.
