is ca-certificates really a hard requirement?

i use exim in a container without TLS to serve as an application-layer proxy
between internal network segments at $dayjob.

if i were to use it on the internet, i would add ca-certificates and
configure TLS.

just my 2cents as somebody who avoids extra dependencies when possible.
