There are some differences. E.g. the cross compilers really need mutlilib (e.g. any sensible compiler for ARM microcontrollers must support Cortex M0, Cortex M0+, Cortex M3, Cortex M4, Cortex M7, Cortex M23, ... with and without hardware FPU), and the lib dir has to be `/usr/$target/lib` to match expectations.
