I rebuilt ghc and cabal locally on an aarch64 machine, and got new
apks thanks to the repo
https://github.com/rubikscraft/alpine-ghc-aarch64/releases/tag/V1.0.0 .

What would be the process to add the build of aarch64 ghc/cabal
packages into Alpine?
