The last time we had this conversation, the conclusion was that simply 
chopping the "3." part off made the most sense.

Obviously some explanation will be required for the version scheme change, 
but this is the 15th release series for the (evergreen) musl ABI.  I think 
most people will understand the context.

We do two release series per year, generally on a six month cadence.  So, 
15 would be followed by 16, and so on.  It will take several decades 
before this becomes a problem.
