Sure, that _could_ be feasible but IMHO we don't have much of a problem
with the review queue of packages for testing and community, most stuff
that rots is in the main repo due to less people having push access for
those, so we wouldn't really gain much by allowing maintainers to push
to testing without a review (which does often catch errors).
