The thinking then was that its better with = something, even if its not perfect, than not have any CoC at all. It was = done at a time when there were ongoing community issues and it is always = difficult to introduce this kind of things at a time when they are = needed. As pointed out in the issue above, the current CoC has several issues, = so we should change it. But instead of trying to re-invent the wheel, = why not use something pre-existing?
