Let me be more specific:
We want to rotate out people that we give absolute power to.
Whether or not they're good or bad.
The people that are good will just be back in a year.
The people that are bad are less likely to create a war due to leaving.

We indeed do not elect our contributors.
The rotation stuff *only* applies to base.
Kicking an admin out for misbehavior is not the same as trying to kick 
out a base member.
It's still quite the event, but it is not project-wide-devastation levels.
As such, there is no need to rotate out admins (and definitely not 
regular members).
