Thanks for quick response :). I was able to narrow it down to this bug:

by inspecting chrome://media-internals/. It seems this still hasn't
been resolved as of chromium-123.0.6312.122-r0 in 3.19.

I'm surprised more people have not discovered this given that the only way I could find to resolve it was to add --disable-features=FFmpegAllowLists to my chromium flags.
